I’ve done mine and several others without the machinery. You can buy the tips at most pool shops, then just use some good quality glue (the glue in this video is “loctite” super glue. Put the cue on the floor, resting on its new tip (puts some pressure on it while th glue sets)Just make sure to have it even, and then scuff it after you let the glue dry (about 30 minutes)

Should I have mine brought to the shop to get re-cued or is there a good way to do it yourself, wout all the machinery?
